This section has a double function: it takes care of both the registrar functions of a Consulate and of the Immigration part of it. It deals with Venezuelans who need to register themselves, their marriage, their newly born children, etc., as well as the Certification of all sorts of Documents needed to be presented to the Venezuelan Authorities. On the other hand, it also issues visas for those who need these documents on their passports to be able to enter Venezuela.
